COMMISSIONER: MATT CENTO – Responsible for Financial, Business and Public Relations with Township or Outside Networks
DIRECTOR OF HOCKEY: MATT CENTO – Responsible for Hockey Decisions, Suspensions, Rules, Referees
ADMINISTRATOR: ALAN SHERMAN – Responsible for Website and helping out the Commissioner and Director of Hockey with League Announcements and/or assigned projects.
COMPOSITION OF TEAM
1. 20 maximum roster with 2 IR. A back up goalie must be assigned. Can add up to 20 by game 9, eligibility for play-offs does not change. Once Roster spot is filled cannot remove that player.
2. In order to start a game you must have 6 players or you will forfeit the game.
CAPTAINS OF THE TEAM
1. A single captain with max two assistants is appointed to a team and must be registered with the officials before the game.
2. No goalies can have these titles.
PLAYERS IN UNIFORM
1. The scorekeeper will have a roster sheet of each team and will mark the correct Jersey number and players name that matches the rosters that was handed in at the start of the season. Only those combinations of players are eligible to play.
2. Players need to be have matching shirts / jerseys, any questions the commissioner and officials will make the final call.
SUBSTITUTIONS
1. Players and goalies can only make a change when they are at their team’s bench and out of play.
2. Bad substitutions will be determined by the officials and penalties will be handed out accordingly
INJURED PLAYERS ON THE COURT
1. If a player is not seriously injured play will continue until the injured player’s team has a possession of the ball or there is a stoppage. (The clock will stop on official’s determination of the situation)
2. If a player is seriously injured or bleeding play stops immediately, clock stops and the player is removed safely and quickly as possible
3. If a goalie is injured, it will be decided upon the officials to give the goalie an opportunity to continue in swift time or if the goalie needs to be removed.
PLAYERS ELIGIBILITY
1. Minimum age is 18 years old
2. A player must complete and sign player agreement liability release forms before they can play.
3. Any team, which plays an ineligible or suspended player, will forfeit game or games that player was involved in.
4. In order for a player to be eligible for playoffs they must have played 8 games based on 8 Teams, 14 game Schedule Game played is at least 1 shift taken****
(If 9 teams must play 9 games, 10 teams have to play 10 games)
5. A suspended player’s game is NOT considered games played.
6. "INJURED RESERVE” Before each game a captain will have to check the IR column on the game sheet next to the players name. For every 2 games on the IR list it is considered 1 game played. Teams cannot have more than 2 players on the IR list at the same time. (IE: 3 Players cannot play that day only 2 can be put on a IR, the 3rd player is a game considered not played)
PLAYERS EQUIPMENT
1. CJSHA highly recommends protective gear such as helmets, gloves, shin guards, cages/shields, elbow pads and cups and mouth guards.
2. Illegal play of sticks if a player is making a play while carry 2 sticks including handing the goalies their stick. It is not illegal if a player is accidentally gets hit with the ball.
BALLS
1. The league provides the balls. If a team wants a change in the ball if not HOME team decides.
VOTING PROCESS
- General voting (issues, rule changes, concerns).
- Disciplinary voting (fighting, suspensions).
General Voting – All non-disciplinary issues to be brought up at monthly captains meeting. If a majority of all captains in attendance are in favor, then it is passed on to the ruling board to be voted on for league approval. If approved by the board, it goes to the commissioner for final approval. If vote is unanimous, it gets approved. When there is a majority in favor the commissioner still has the right to veto if he can provide a detailed reason for his ruling concerning the betterment of the league. If vetoed, it then goes back to the ruling board in order to find common ground as to get passed. In the event of a deadlock the commissioner has the final vote, whether to approve or deny the issue as long as he provides reasoning for his ruling.
Example: Player x wants to change the icing rule from 5 minutes left in the game to 3 minutes. Player x goes to his captain and the captain brings it up at the monthly meeting. The captain’s vote on this issue and a majority is in favor of the rule change. They present this to the ruling board for approval. The ruling board votes on the issue at hand and is in favor 3 to 1. They present this vote to the commissioner for final approval. The commissioner agrees with the majority so the rule gets changed effective immediately. In the case the commissioner vetoes this proposal, believing that it should stay at 5 minutes, it goes back to the ruling board for another vote in order to come to a common agreement between both the ruling board and the commissioner.
Two amendments to the proposal were voted on:
A. During General Voting process if the Commissioner veto’s a decision it goes back to the players instead of the Rules Committee to re-discuss.
B. If a unanimous vote by the players and a majority vote from the Rules Board gets Veto by the commissioner, then it goes back to the Captains Committee, Rules Board and Commissioner to try to come to an agreement. If the vote is still a Unanimous decision on the original item then the Commissioner will be overruled.
DISCIPLINARY ACTIONS
- Any player or players called for fighting or season suspension for the year is done for 1 calendar year. *Reviewed by Director of Hockey
- Each incident will be subject for review by the Director of Hockey and the Referees. The Director of Hockey reserves the right to suspend a player even though a referee may not make a call.
APPEALS must be made to the Director of Hockey by Wednesday before the next game. Through phone call, email or in person that Sunday of the incident. After the discussion with the captain and the referees a decision will be made by the Director of Hockey.
PENALTIES
*IF A STICK IS USED IN ANY MANNER THAT IMPEDES THE MOVEMENT OF A PLAYER WITH NO REGARD TO THE BALL WILL BE PENALIZED AS HOOKING.
STICK TO STICK WILL BE ALLOWED PROVIDING A SLASH OR CHOPPING CALL IS NOT WARRANTED.

2. Major – Penalized for full 5 minutes (1 major in a game receives a game misconduct plus the original major called and two game suspension) additional suspension to be reviewed by rules committee for any further action if needed. (Each case will be discussed on a case by case situation between the Director of Hockey and the referees, suspension will be minimum 2 game and could go up to and including done for the season including play-offs.) Offending player will be given the right to talk to the Director of Hockey to state his case.
*The Director of Hockey reserves the right to rescind the major after the game if appropriate. (2 majors done for the season)
3. Misconduct – 10 minute removal of the game but not short handed
4. Game Misconduct – Done for the game, team is not short-handed, with review of suspension and consequences determined by the rules committee and commissioner.
5. ANY PLAYER WHO GETS 3 PENALTIES IN A GAME WILL RECEIVE A GAME MISCONDUCT.

6. GROSS MISCONDUCT – Atomically done for the game with minimal 2 game suspension plus other games determined by the Referees and Director of Hockey (**Referees are required to report all gross misconducts penalties and the circumstances to the commissioner after the game.)

7. MATCH PENALTY – 10 minute non power play penalty plus additional penalties that were called. A player is suspended minimum 2 games upon review by the rules committee and removed from the playing area and another player will serve their penalties. Only captains to approach the referees to have a called explained, not questioned in an abusive manner or penalties will be asset.

9. PLAYERS THAT ARE ABUSIVE TO REFEREES WILL BE GIVEN A BENCH PENALTY. If it continues then penalties and misconducts will be handed out accordingly. Constant harassment of officials will not be tolerated and suspensions will be given out.
10. FIGHTING PENALTY
- Any player or players called for fighting or season suspension for the year is done for 1 calendar year. *Director of Hockey has the right to review and adjust with good cause. Any player who receives a fighting penalty/major will be suspended 1 calendar year.
* ALTERCATIONS AFTER THE GAME UPON REVIEW IS COMPLETE WILL RESULT IN A MINIMUM 2 GAME SUSPENSION AND UP TO DONE FOR THE YEAR.

ALL PENALTIES and MISCONDUCTS WILL BE CALLED TO DISCRETION OF THE REFEREES; if anything is found obviously unfair it can be brought to the team’s representative attention and can be discussed at the leagues meeting for review. If a penalty or call needs to be reviewed it will go through the proper reviewing process.
- During an altercation the referees will make the calls during the game, but if there are players coming off the bench or involved the scorekeeper are a second set of eyes to determine all the facts and be used in making a correct decision on the actions.
